First this you would start with is going to the Regional District offices in Naniamo and sitting down with a member of their planning staff who will walk you through the current zone of the land, what restrictions there may be to the parcel and processes to develop the property. These processes can be detailed and might require the assistance of a planning professional. If this turns out to the the case, you might consider hiring a planning consultant which is a specialist in land development. A planning consultant will help you with applications and sourcing other supporting consultants if it is that any assessments are required by Regional District of Naniamo such as environmental or geotechnical assessments and/or reporting.
So much is site and local government dependent that my recommendation would be to seek insight from others locally and use consultants familiar with the area and key players as much as you can.
