The most commonly used software for this purpose would be Salesforce. It supports the functions listed including setting up a budget for the time employees can spend on a project and tracking the time they actually do spend on the project. The cost is reasonable.
There are a number of online, free packages, but they all have limitations and would likely only serve for a short time.
